Electrical industry Blue Book draft released for public feedback

Energy Safe Victoria (ESV) is calling for industry feedback on the draft 2022 edition of Victoria’s Code of Practice on electrical safety for work on or near high voltage electrical apparatus.

To review the draft 2022 Blue Book and provide feedback, go to esv.vic.gov.au/bluebook. The consultation period closes 5:00pm, Wednesday 24 August, 2022.

Commonly known as the Blue Book, the document provides guidance on electrical industry safety standards relating to electrical generation, transmission and distribution systems, the traction supply network and high voltage electrical installations.

Owners and operators of electricity supply networks, high voltage electrical installations or complex electrical installations are required to ensure that any person under their control who works on or near their network or installation is appropriately trained and complies with the Blue Book.

This includes high voltage asset owners, generators, transmission and distribution workers, and the people that work on or near their installations or networks, such as lineworkers and vegetation management workers.

The 2022 updates have been developed by the Electrical Safety Committee, which is made up of electricity supply companies, traction companies, unions, electrical contracting services providers, WorkSafe Victoria and the Victorian Customer Electrical Safety Committee.

Updates from the 2017 edition of the Blue Book include:

  • new definitions for common industry terms
  • updated guidance for entry to enclosures
  • clearer requirements for earthing devices, and
  • clear requirements for written and verbal statements of the condition of apparatus or plant (SCAP).

ESV is now calling for feedback on the changes until Wednesday, 24 August, with the final version of the Blue Book expected to be published by the end of the year.
