On 1 January 2021 Energy Safe Victoria introduced a new licensing regime for Lineworkers (including cable jointers). This licensing regime will improve safety outcomes for lineworkers by providing greater oversight, accountability and regulation of the industry.
Licensing of Lineworkers is a priority for the Victorian Government and will help the industry to maintain a safe and suitably qualified workforce.
From 1 January 2021, distribution, transmission and traction Lineworkers (including cable jointers) will not be authorised to work without a licence.
New licence applications
Both new and existing Lineworkers (and cable jointers) were required to register with ESV before 14 December 2020 to receive their first five-year licence at no cost before the January 2021 deadline. Fees may apply for licence applications after this date.

ESV has developed policies around the licensing of lineworkers and cable jointers, to provide transparent rationale for the issue and renewal of these licence types:
- Restricted class “C” electrical lineworker licence – for persons already licensed as a class “D” electrical lineworker (cable jointers).
- Supervised class “R” electrical lineworker licence – known as an R(S) licence (railway, tram and traction).
