ESVConnect COES

The Electricity Safety Act 1998 and Electricity Safety (Installations) Regulations 2009 require a Certificate of Electrical Safety (COES) to be issued for all electrical installation work.

It is the duty of the Responsible Person (REC Technical Nominee, A Grade licence holder, REL holder or Switchgear Licence holder) and LEIs to understand the legislation. All provisions of the Act and Regulations pertaining to COES and electrical inspections are mandatory.

Failure to comply with these requirements is a criminal offence and licensed workers who do so may be subject to disciplinary action which could result in the suspension or cancellation of their licence or registration.

A new system – new capability

ESVConnect is the primary system for online regulation of the electrical industry in Victoria – for licensing, REC registration, COES and registration of cathodic protection systems.

In ESVConnect, LEWs and RECs can purchase Prescribed and/or Non-Prescribed certificates, manage electrical installation certifications and review and download completed certificates.

Licensed electrical inspectors (LEIs) and inspection companies (ICs) can manage electrical inspections, including allocate inspection requests to LEI’s on their workers list.

ESVConnect certification process

Purchasing

Purchasing of Certificates in ESVConnect can be completed through your applicable licence or REC profile. See the COES fees for each type of COES.

  • In the ESVConnect dashboard, select the “Licence or REC” number you need to purchase certificates for
  • In your License or REC Profile, select Purchase Certificates
  • Follow the prompts to complete your purchase
  • Energy Safe only accepts credit card payment at this time.

Notes:

1. When you purchase COES, certificate amounts purchased are recorded against your registration or licence number.

2. The Registered Electrical Contractor (REC) profile must be used when the REC undertakes work for profit and gain.

The Licensed Electrical Worker (LEW) profile must only be used when:

  • employed by a company to perform electrical installation work on the company’s equipment within their premises
  • working for no profit or gain on your own home
  • you hold a Restricted Electrical Licence (‘D’ licence) or SW licence working for a Switchboard Builder that is not a registered electrical contractor.

3. A Registered Electrical Contractor who employs licensed electrical workers is required to maintain a licensed workers list in ESVConnect.

Certificates of Compliance (LEW and REC)

Prescribed and Non Prescribed Certificates of Compliance

Go to the ESVConnect, click ESVConnect, log in and select the ‘My Installations’ tab in the dashboard.  Then select the appropriate licence or registration you need to complete certificates for.

ESVConnect draft and certify a certificate of Compliance.

  • In the ESVConnect dashboard, select ‘My Installations’.
  • Select the Licence or Registration you need to complete the certification process in.
  • Select the ‘Certify an Electrical Installation’.
  • Select the type of certificate you need to certify.
  • Select the Licensed Electrical Worker who performed the electrical installation work.
  • Complete all of the details in the certificate of compliance.
  • The licensed Electrical Worker identified on the Certificate of Compliance must log in and certify the Certificate of Compliance.

Note: Inputting larger amounts of information into the ‘description of work‘ field can be completed by direct copy and paste from Microsoft word or any other applicable text editing program.

Responsible person Approve/Decline the Certificate of Compliance

Certificate of Compliance – Approve
  • In the ESVConnect dashboard, select ‘My Installations’.
  • Select the Licence or Registration you need to complete the certification process in.
  • Select ‘Under Review’.
  • Select the certificate you need to approve.
  • Review the certificate.
  • Select ‘Actions’.
  • Select ‘Review CoC and Approve’.
  • Select Submit in ‘Actions/Decisions’.
  • If this is a:
    • Non Prescribed Certificate – a Certificate of Electrical Safety will be generated
    • Prescribed Certificate – the certificate is moved to ‘Allocate to Inspector’ status.
Certificate of Compliance – Return
  • In the ESVConnect dashboard, select ‘My Installations’.
  • Select the Licence or Registration you need to complete the certification process in.
  • Select ‘Under Review’.
  • Select the certificate you need to decline.
  • Review the certificate.
  • Select ‘Actions’.
  • Select ‘Review CoC and Approve’.
  • Select Submit in ‘Actions/Decisions’.
  • The Certificate of Compliance is returned to the Drafts/Returned tab and is fully editable to amend any errors

Inspection allocations (prescribed certificate only)

Allocating a certificate to a Licensed Electrical Inspector (LEI) or Inspection Company (IC) can be completed by the following process.

  • In the ESVConnect dashboard, select ‘My Inspections’.
  • Select the Licence or REC you need to complete the allocation process in.
  • Select ‘Under Inspection’.
  • Select the certificate you need to allocate
  • Review the certificate.
  • Select ‘Actions’.
  • Select ‘Assign Inspector’.
  • Click on the radio button beside your preference – Licensed Electrical Inspector or Inspection Company.
  • Type your search criteria into the Search and Select field
  • Select your preference from the results obtained
  • Select ‘Submit’.

Note: If inspection request is:

  • Accepted = EIC moves to the next step in the process with chosen LEI or IC
  • Declined = Responsible person notified and must select another LEI or IC

Allocating to a LEI or IC can also be completed:

  • By allocating the inspection once the certificate has been approved by the Responsible person.
  • By Bulk allocation from ‘Under Review’ in ‘My Installations’.

Certificate of Inspection (LEI)

Accept/Decline inspection

  • In the ESVConnect dashboard, select ‘My Inspections’.
  • Select the Licence or REC you need to complete the allocation process in.
  • Select ‘Inspection Requests’.
  • Select the certificate you need to review.
  • Select ‘Actions’.
  • Select ‘Accept or Decline Inspection’ in ‘Actions/Decisions’.
  • Select ‘Submit’.

Note: If inspection requestis :

  • Accepted = EIC moves to the next step in the process with chosen LEI or IC
  • Declined = Responsible person notified and must select another LEI or IC

A LEI can save the Certificate of Compliance to their mobile device or print the Certificate of Compliance for use onsite

Certificates of Inspection

  • In the ESVConnect dashboard, select ‘My Inspections’.
  • Select the Licence or IC you need to complete the certification process in.
  • Select ‘Under Inspection’ and review each certificate details.
  • Select ‘Actions’.
  • Select ‘Certify CoI’.
  • Complete all fields.

Note: The Certificate of Inspection can be completed as compliant (no defects), non-compliant (with defects) or defects can be identified, and the Certificate returned to the LEW for rectification and recertification. Review the Defects list.

Certificate of Electrical Safety

View and Distribute

  • In the ESVConnect dashboard, select ‘My Certificates’.
  • Select the licence or Registration the certificate was completed under.
  • Select the relevant COES number from the ‘Certificate No’ column.
  • Follow your web browser’s download or open file requirements.
  • A PDF version of the COES is now available
  • The RP must either: Print the completed eCOES and send a printed copy to all relevant parties; or Email the PDF file to all relevant parties.

Note: ESV does not require an eCOES to be provided to ESV as it is already in the ESVConnect system.
