Gas information sheet 31: Requirements for Type B appliance submissions

The following guidelines are designed to ensure that the information presented to Energy Safe Victoria (ESV) for the purposes of accepting an appliance under section 73 of the Gas Safety Act 1997 is in the correct format to enable speedy and efficient processing.

Requirement for submission

The Gas Safety (Gas Installation) Regulations 2008 (r31) requires that certain information must be provided to ESV prior to an appliance or installation being accepted. In many instances information provided to ESV lacks detail, contains poor copies of relevant drawings or documents and does not reflect the “as built” situation.

The quality of the information is vital in ensuring that the correct assessment is made, that it is safe to allow gas to be connected for the purposes of commissioning the appliance and subsequently to allow full operational use by the customer.

Requirements for acceptance

The following indicates the minimum information required for acceptance of a Type B appliance.

(1) Description of the application

A brief description of the appliance and its function must be provided, for example powdercoating oven, bread baking oven or special atmosphere heat processing furnace. A simple description will enable ESV to make an appropriate assessment of the submission.

(2) Valve train schematic

  • A valve train schematic drawing must use the symbols given in AS 3814.
  • The drawing must include any combustion air system and control arrangement, for example linked valves and ratio controls.
  • The drawing must be signed and dated by the Type B licensed person making the submission.
  • A title block must be included showing the following information
    • the function of the appliance
    • the appliance serial number
    • the date of the drawing
    • relating to relocation, upgrade, revision or “as built”

(3) Electrical schematics

  • Electrical schematic drawings must be to an Australian or International Standard in relation to symbols used, layout and cross-referencing of multiple drawings.
  • Pencil drawings will not be accepted and faxed drawings are to be clear and legible. Where practicable, originals or certified copies are to be provided.
  • A title block must show the following information:
    • the function of the appliance
    • the appliance serial number
    • the date of the drawing
    • relating to relocation, upgrade, revision or “as built”
  • All terminals, relays, wires and flame safeguards, where applicable, must be clearly labelled.
  • The inter-relationship between interlocking devices must be clearly identifiable.
  • If an existing appliance is involved then the drawing must also be dated and signed by the Type B person carrying out the work or preparing the submission. This is to confirm that the submitted drawings have been checked and are “as built” drawings.

(4) Process and Instrumentation Diagrams (P&ID)

Where the appliance is of a complex nature, it is important that a P&ID is submitted to ESV. The P&ID gives an overall view of the instrumentation, both for safety and operation, and its relationship to the various key functioning elements on the appliance. It also enables ESV to assess the overall impact of critical interlocks on the safe operation of the appliance.

Where the operation of the appliance is of a complex nature, the P&ID is needed to provide a ‘road map’ as to how the all the interrelated systems will function safely.

(5) Operating instructions

For any appliance, especially of a complex nature, it is vital that instructions relating to the safe operation are provided to aid the acceptance process. The instructions must be specific and relate to procedures that will impact on safety. For example:

  • swart kilns under UEL conditions
  • carbon regeneration kilns
  • fume incinerators with multiple sources
  • heat treating furnaces with special atmosphere

These types of appliances have unique features that have a major impact on the safe operation of the appliance. Operating instructions are the key to the safe operation of the equipment after commissioning. They must also provide recommended maintenance intervals for the burners and associated devices.

(6) Application for exemption

The Gas Safety Act 1997, s72 (4), provides for exemption from strict compliance with the prescribed Standards. Exemptions will only be granted where an equivalent level of safety is assured and the cost of full compliance is not warranted.

An example of the formal application is given in Schedule 6 of the Gas Safety (Gas Installation) Regulations 2008.

In order for ESV to make the appropriate evaluation of an application for exemption, key issues need to be addressed.

Exemptions will not be granted on the basis of cost alone.

It is important that other avenues are explored before the option of exemption is sought.

Generally, the use of monitoring equipment will not provide the appropriate level of safety assurance, because it is not normally of a failsafe design and is heavily dependent on calibration and maintenance.
